PROMOTION PHILOSOPHY

Promotions are merit-based and awarded in recognition of sustained performance, leadership capability, and measurable contribution to operational success. Advancement is not automatic and is never granted solely on time served. Candidates must demonstrate readiness for increased responsibility and command trust. Promotion decisions are issued by appropriate command authority and are based on documented performance trends, demonstrated leadership maturity, and the needs of Fleet Command. Advancement reflects both individual merit and the operational readiness requirements of the organization.

DEMOTION POLICY

Demotions are performance-based and may result from sustained failure to meet operational standards, breach of conduct, or loss of command confidence. Factors considered include: Operational Inactivity, Failure to Fulfill Assigned Duties, Poor Leadership Evaluations, Repeated Policy Violations, Dereliction of Duty, Unprofessional Conduct, Disciplinary Actions, and Conduct Detrimental to Fleet Cohesion or Mission Readiness. Demotion decisions are issued by appropriate command authority and are based on documented performance trends rather than isolated minor incidents.
